Background

Harvard Pilgrim Health Care (HPHC), as of 2023 reported annual revenues of approximately $2.23 billion, aimed to enhance the CASR II Datawarehouse with a Strategic End-to-End Assessment. This project established the strategy and comprehensive requirements the CIO needed to define, develop, and operationalize all business and technical procedures to ensure end-to-end reliability and recoverability of data exchange and integration.

Challenges

  • Complex Data Environment: Managing data exchange from multiple systems (AMISYS/ODS to EDW, FMS, and third-party vendors) with numerous departments and resources involved.
  • Data Quality and Governance: Ensuring data quality, governance, and compliance across various systems and processes.
  • Risk Mitigation: Developing strategies to mitigate risks associated with the new infrastructure and operational processes.

Solution

Led has implemented a comprehensive plan to address these challenges, including:

  • Assessment Phase: Capturing existing data quality capabilities, analyzing their relevance in the new environment, and recommending strategies to mitigate risks.
  • Documentation: Documenting current “AS IS” processes and procedures related to data exchange and integration, including error control, data quality indicators, audit and controls, metadata management, and business continuity/disaster recovery procedures.
  • Mitigation Strategies: Developing specific mitigation strategies and recommendations based on current data quality capabilities and industry best practices.
  • Operational Enhancements: Implementing the Data Content/Format Validation Process in Staging, Data Life Cycle Monitoring Tool, and Matching Engine to control data quality and monitor data from an end-to-end perspective.
